Referrals in to the ELAN service
CAYSH’s ELAN service accepts referrals from Bromley, Greenwich and Lewisham.
Typically a young person will present as homeless at Housing Options or the equivalent in one of these boroughs. At this point a decision will be made about the responsibly or the council (or not) to help. Where the council does accept responsibility they may be referred into ELAN or another of the council's services for young people facing homelessness.
A form called a CAF form (Common Assessment Framework form) is used by all three of local councils behind this service. By using the CAF for the referral, both CAYSH and the local council are able to work from the same basic information and deliver a joined-up service. The CAF is sent to CAYSH and a placement is made - generally on the same day or within 24 hours where it is not. The appropriate local council is responsible for housing the a young person overnight when a same day placement isn't possible.
For all sorts of reasons the young person may be placed outside the council area from which they were referred. One obvious example might be to keep them close to their school or college. However the council that refers remains responsible for the young person during their time with the ELAN service and after it ends.
